We process your personal data when you:

  1.     visit the website https://www.forschungsnetzwerke-energie.de and all its subpages as a website visitor,
  2.     register to receive our newsletter, in which case you are considered a newsletter subscriber,
  3.     create a user account and use the member portal (intranet platform Forschungsnetzwerke Energie) and the subpages of individual portals, in which case you are considered an internet visitor and platform user,

This website is hosted on PtJ's servers located in Jülich.

In general, whenever the website ‘forschungsnetzwerke-energie.de’ and its sub-pages are accessed, data is processed to load images and content and to facilitate further use of specific pages. This typically involves:

2.1 General information on logging and tracking data

When processing general technical logging and tracking data, PtJ does not draw any conclusions about the individual data subject. The legitimate interest for processing this data, in accordance with Article 6, paragraph 1, point (f) GDPR, is based on the following purposes:

  1.     to deliver the content of our website accurately,
  2.    To optimize the content of our website for users,
  3.     to ensure the long-term functionality of our IT systems and website technology, and
  4.   To provide law enforcement authorities with the necessary information for prosecution in the event of a cyber attack.

 

2.2 Specific information on the logging data

This logging, hence tracking data is stored in log files on a PtJ server in Jülich beyond the duration of the visit. PtJ evaluates this tracking and logging data both statistically and with the aim of enhancing data protection and security, ultimately ensuring an optimal level of protection for the personal data it processes. The server log file data is stored separately from any other personal data provided by a data subject and is automatically deleted after a maximum of 30 days. This process applies consistently across all pages of the website ‘forschungsnetzwerke-energie.de‘

 

2.3 Specific information on the (optional) use of cookies by PtJ for statistical purposes

PtJ uses the web analysis service Matomo to analyse data collected during visits to the website and its sub-pages. By default, no cookies are used for web analysis. The optional use of analysis and optimisation cookies only takes place with your explicit consent, granted prior to visiting the web pages.

Based on your consent in accordance withArticle 6, paragraph 1, point (a) GDPR, if given before visiting the website, PtJ evaluates cookies for statistical purposes as part of its public relations efforts and to provide demand-driven information (e.g., number of visitors in January 2023, duration of each visit).

Matomo sets a persistent cookie to recognize returning visitors over time, stored as a text file on the visitor's computer and valid for up to 13 months before self-deleting. Additionally, Matomo sets a session cookie containing a unique session ID and information about its origin and expiration. Session cookies enable visitor identification within a single session and do not store other data.

This process is consistent across all sub-pages of the website ‘forschungsnetzwerke-energie.de’. However, to maintain user anonymity, IP addresses are only partially stored, masking 2 bytes (e.g., 192.168.xxx.xxx), which prevents any direct association with a specific device. The software operates exclusively on PtJ's servers in Jülich, with usage data stored solely on these servers and not shared with third parties.

The European Commission's decision of July 10, 2023, permits the transfer of your personal data, particularly your IP address, to the USA by X (formerly Twitter) and Google without requiring your consent, as these companies are listed on the Data Privacy Framework (DPF) list. ( https://www.dataprivacyframework.gov/list). This listing confirms that they meet the requirements for data transfer to the USA as outlined in the European Commission's decision.

However, transferring your logging data (e.g., IP address, browser type) when using YouTube still requires your explicit consent in accordance with Article 49, paragraph 1, point (a) GDPR, as YouTube is not included on the DPF list.

The ‘Google Custom Search’ (Google Custom Search Engine, or ‘Google CSE’) is used as the primary search service within the PtJ online platform. This integrated search tool allows users to perform full-text searches across all content on the official PtJ website. The search function is accessible via a search box located in the header of each page.

The text ‘search with Google™...’ is displayed in the search box to inform users. When a user clicks into the search box and begins typing a query, an additional link appears below (‘Notes on data transmission when using Google™ search’), which provides a link to the data protection information specific to Google CSE.

 

4.1 Activating the search

By entering a search term in the search box and then pressing the enter key or clicking the search icon (magnifying glass symbol), the user activates the search function and the search results page is called up, which loads the corresponding search results from Google using a plug-in provided by Google. By starting this process, data is transmitted to the Google™ search service.

 

4.2 Search results page

The plug-in developed and provided by Google (Google Custom Search Engine ‘Google CSE’) is integrated by PtJ into the search results page as a software module ‘as-is’ (unmodified). The plug-in enables automated data exchange between the search results page and Google’s service when the page is accessed. Using Google’s search function involves the dynamic transmission of data from Google to the search results page.

 

4.3 Transfer of data to Google CSE

The data is only transferred to Google once the user has activated the search box, started a full-text search and thus accessed the search results page. When the search function is used within the search results page, user data is simultaneously transferred to Google. If the official PtJ websites are accessed without activating the ‘Google custom search’, no data will be transferred to the search engine provider (Google). An exception to this is when users directly reference a search results page.

Please note that Google has different data protection standards than the PtJ online offering. We would like to expressly point out that the processing, in particular the storage, deletion and use of any personal data that may have been transferred, is the responsibility of the search service provider and that the operator of the PtJ website has no influence over the type and scope of the transferred data or its further processing.

If you are simultaneously logged into Google, the Google service is able to assign the information directly to your user profile. You should therefore first log out of Google and only then access the website www.forschungsnetzwerke-energie.de and its sub-pages in order to avoid a collection of personal profile information.

7.1 Data categories, type and purpose of their use and legal bases, in particular registration

a) We process your personal data (including collection, storage, and publication) in accordance with Article 6, paragraph 1, point (b) GDPR to establish and manage the user relationship. This includes providing access to the portal (registration), access to documents, media, dates, and information, as well as contact details for networking and communication with other users. This applies broadly to the use of the member portal (the ‘Forschungsnetzwerke Energie’ platform, hereinafter referred to as the ‘overall platform’) at ‘intern.forschungsnetzwerke-energie.de’ and its individual portals and networks.

In some cases, entering personal data is optional, and it is your choice whether to provide this data for further use. By entering optional information (e.g., uploading a profile photo), you consent to its processing (including publication) for the purposes specified in this privacy policy and in the terms of use, as required for registering and using the overall platform and its individual portals/networks. b) When you use the registration form to create a user account on the overall platform, we collect the following information: form of address, title, first name, last name, institution, type of institution, current participation in a project funded under the energy research program, work email, work phone number (optional), and preferred research network memberships (e.g., bioenergy, hydrogen networks).

This data is processed during registration to verify access authorization, import your information for the specific portal/network, and send you an invitation with login details to participate in the portal/network. A PtJ employee manually reviews form data for plausibility; no automatic checks are conducted.

If you do not provide your name, employer’s name, or email address, PtJ may decline the user agreement for portal access (refer to general terms and conditions of use). Upon initial registration, your activity will be posted to the portal’s closed user group activity stream to facilitate collaboration and networking within the portal/network. The personal data necessary for registration (name, email address, and organization) is stored on secure servers in Germany, accessible only to a select group of PtJ personnel involved in technical, administrative, or editorial server maintenance.

After registration, PtJ forwards your data to Blueend AG, our subcontractor and service provider, which hosts the portal on servers in Germany. The required registration information (name, organization, and email address) and any additional profile data you voluntarily provide (title, first name, profile picture, project affiliation, role, work phone number) are published on the portal for all registered users, facilitating networking and information exchange with other experts on the platform and its individual portals/networks.

 

7.2 Processing of personal data, in particular through the use of the portals/networks after successful registration

In this case, your data will also be processed for the following purposes:

  1. To facilitate the transfer of personal data to applicants without additional verification in the context of an FOIA (Freedom of Information Act according to the Informationsfreiheitsgesetz IFG) or EIA (Environmental Information Access Act or Umweltinformationsgesetz UIG) procedure,
  2. To enable the transfer of personal data for identifying, selecting, and inviting experts, for example, to employees of the Federal Ministry for Economic Affairs and Climate Protection,
  3. To support and promote use of the portal/network, particularly for collaboration and networking with other experts,
  4. To facilitate participation in conferences or meetings.

 

7.3 Disclosure of your data to third parties, processing in the EU

We only pass on your data to third parties if:

 

  • you have given your express consent to do so (Article 6, paragraph 1, point (a) GDPR),
  • there is a legal obligation to pass on the data (Article 6, paragraph 1, point (c) GDPR),
  • the disclosure is necessary to assert, exercise or defend legal claims and there is no reason to assume that you have an overriding interest worthy of protection in not disclosing your data (Article 6, paragraph 1, point (f) GDPR).

 

In these cases, the data transmitted is limited to the absolute minimum necessary.

Our data protection provisions comply with applicable regulations (e.g., GDPR, BDSG), and data is processed solely within the European Union. No transfer to third countries is intended or takes place.

 

7.4 Storage period and deletion for the use of the overall platform including portals/networks

Your personal data is required for providing access to the intranet and for the purpose of exchanging information with other experts and networking. Your data will only be stored for as long as it is required for the purpose-related processing and use in the portal/network or until you terminate the user relationship on your part. A deletion routine ensures that unauthorised or inactive accounts are deleted.

After a user has been inactive for 6 months, that person will be contacted to clarify further use of the portal. If further use of the portal is no longer necessary or if the person can no longer be contacted, the personal data of the user will be deleted by the admin or super admin. The same applies in the event that a user requests the deletion of their personal data, which can be requested informally by ticking the appropriate box in the personal settings in the ‘Request account deletion’ section. Users of the portal will be informed of this by email when their account is deactivated. Alternatively, registered users can request the deletion of their personal data by sending an informal request by email via the Contact Us tab.

 

7.5 Subscription to our newsletter as a registered user of the portal or network.

The individual portals/networks include an automatic newsletter function that informs you daily or weekly about current developments on the portal. This function is optional and can be ordered or cancelled as you wish. The legal basis for the processing in this case is Article 6 paragraph 1, point (a) GDPR.

In such cases, you will receive an additional specific data protection notice that is tailored to participation in events.

In your own interest, please also inform the photographer on site on the day of the event. We will then take your request into account if possible, but cannot guarantee that you will not be captured by chance in a crowd of people, especially at larger events.

3. For some events, PtJ is the independent organiser of the event. In certain cases, we are commissioned by the BMWK to organize an event. If an event is held on behalf of the BMWK, we may forward your personal data from the registration form to the client as needed for event planning and implementation, as well as for public relations activities associated with events conducted on behalf of or in cooperation with the BMWK.

By submitting the registration form, you initially consent to the potential transfer of your data to the BMWK. Please note that we may not always know in advance whether or when such a transfer will occur. The legal basis for processing in this case is Article 6, paragraph 1, point (a) GDP.
